Important Information for Authors

CONFERENCE AUTHORS
To be published in the IEEE BlackSeaCom 2017 Conference Proceedings and to be eligible for publication in IEEE Xplore®, an author of an accepted paper is required to register for the conference at the full (member or non-member) rate and the paper must be presented by an author of that paper at the conference unless the TPC Chair grants permission for a substitute presenter arranged in advance of the event who is qualified both to present and answer questions. Non-refundable registration fees must be paid prior to uploading the final IEEE formatted, publication-ready version of the paper. The maximum number of pages for full papers is five, however, one extra page is allowed incurring an additional fee of 100 USD, which can be paid at EDAS website. For authors with multiple accepted papers, one full registration is valid for up to 3 papers. Accepted and presented full papers will be submitted to IEEE Xplore® as well as other Abstracting and Indexing (A&I) databases.

DEMO SESSION AUTHORS
For the demo to be included in the IEEE BlackSeaCom 2017 Conference Program, an author of an accepted demo is required to register for the conference at the appropriate rate for his/her membership category, if the demo is research-oriented (either from university or industry) and to be presented in a 20 minute oral session. The demo must be presented by an author, unless the IEEE BlackSeaCom TPC Chair grants permission for a substitute presenter arranged in advance of the event who is qualified both to present and answer questions. Non-refundable registration fees must be paid prior to uploading the revised demo information (1-page 2-column format including a maximum 100 word abstract). For authors with multiple accepted demos, one registration is valid for up to 3 demos. If you also have a paper in the main conference you must register at the full member/non-member rate.
If the demo is product-oriented and the company would like to have a demo stand in the demonstration area, then the company should choose one of the patronage options and confirm to Metin Balcı (metin.balci@argela.com.tr) or Erdal Panayirci (eepanay@khas.edu.tr) by May 1, 2017.

Registration Transfer Policy: All requests for registration transfers must be submitted via email to BLACKSEACOMreg@ieee.org and received by 8 May 2017. A $100 processing fee will be charged after 8 May 2017.
Cancellation Policy: All refund/cancellation requests must be submitted by 8 May 2017. Cancellations will incur a US$50 administrative fee. No refunds can be provided after this date. Please submit cancellation requests via email to BLACKSEACOMreg@ieee.org.
